		<description>I agree that safe infrastructure for cyclists is important.
However, before this is implemented, taking time and money, existing cyclists must use the cycle lanes and other provided systems. They must obey traffic lights and basic rules of the road.
In Portsmouth, a city ideally suited to cycling, I constantly find cyclists of all ages cycling on pedestrian pavements, cycling across pedestrian crossings (a local 24 year old lad was killed doing this, not giving signals, and sometimes cycling on the right of the carriageway, endagering themselves and vehicles travelling in the opposite direction.
No wonder pedestrians and drivers are not on the side of cyclists.
The best cyclists behave well, wear bright clothes, display lights at night and cycle responsibly.</description>

		<description>I don&#039;t think a multi-use, shared user path would work for cycles here. Bicycles can easily &#039;spook&#039; horses, and shared pedestrian / cycle paths are tricky because of the increasing use of personal music systems with headphones, which insulate pedestrians from the sounds of cyclists approaching, particularly from the rear. This is an ideal cycle commuting / touring route, and I for one would prefer to cycle on the tarmac surface. 

My favoured solution would be to provide a continuous, protected cycle path on the road itself, and reduce James Callaghan Drive to single track with passing places for vehicles. This would provide adequate road capacity for the very few motor vehicles really NEED to use this route. PCC really missed an opportunity here when the &#039;Military Road&#039; was changed from an MoD private road, with merely acquiescence to public access, to a public right of way.</description>
