    1. I guess that’s an existential question. You might as well ask why they stay in dangerously narrow cycle lanes next to parked cars, or use shared paths which pedestrians tell them off for cycling in! Or complain about motorists parking on yellow lines or on the footpath, or speeding, or racing through red lights. Probably best to complain to the county police commissioner. Good luck!
